CRIME PREVENTION / COMMUNITY SAFETY
Outcare provides services that decrease the re-offending rate of individuals who use those services. By supporting the positive rehabilitation and reintegration of offenders into the community, the level of crime is diminished, the costs associated with the justice system are lowered and society stability is improved. With current incarceration costs over $60,000 per year per prisoner, investment in preventative services is therefore economically sound.
FAMILY STABILITY AND UNITY
Supporting the families of offenders and ex-offenders maintains the stability and unity of the family, thus reducing the stresses on the family and the pressures on an ex-offender to re-offend on release. Families of offenders serve a "silent sentence" and suffer many hardships as a result of crime within their family. By supporting families of offenders, women and children are offered greater long term chances of becoming successful members of the community than normally would be the case. The family will have a greater potential for successful reintegration on release. The stability and morale of the prison population is greatly enhanced by the pre release work of Outcare and through offering family support services.
EQUITY AND ACCESS
Outcare supports equal opportunity for offenders. An offender should be allowed to move on with their life and leave the past behind. Outcare does not support positive discrimination for ex-offenders.
SELF HELP
Outcare works in supporting clients to help themselves. Outcare provides its services assuming that those accessing the services are motivated to change their circumstances in order to re-enter society, cease offending behaviour and take responsibility for their own lives. Clients are expected to contribute actively and positively to resolving their problems.
ABORIGINAL NEEDS
Aboriginals are disproportionately represented in the prison system and require special attention and resourcing. Concerted successful efforts have been made over the past few years to increase the number of Aboriginals accessing Outcares services.
