Outcare endeavours to contribute to policy processes in the government and the community.  While the organisation's primary function is service delivery, the Board and Staff contribute by influencing their networks and relationships within relevant sectors.

A good example of this is that the organisations support and promotion of holistic throughcare services for offenders over recent decades has signifcantly contributed to the State and Federal governments recognition of this model and has resulted in the increased resourcing of those models of service delivery.

The organisation is active in, amongst others, the policy areas relating to:

Aboriginal imprisonment, Accommodation, Addictions, Community re-entry support, Child care, Community education, Crime prevention and community safety, Emergency relief, Employment and training, Family support, Health ( blood borne viruses, training etc), Prison standards, Special needs groups in prisons etc.
